Brian L. Tartell, President
PennTar Consulting, Inc. was founded by Brian Tartell in 2001. Since 2012, Brian has also served as the Executive Director of the Queens County IPA, Inc. (“QCIPA”), which is a network of independent private practices in the greater New York area.
Through QCIPA, private practices have access to quality-incentived, enhanced-rate insurance contracts. He also is the strategic lead for SOMOS ACO (Accountable Care Organization), a Managed Shared Savings Program (“MSSP”), for Medicare providers. The ACO offers shared savings incentives for providers that promote cost-effective high-quality care to their Medicare patients. From 2014-2019, he also served as the Assistant Executive Director for the Accountable Care Organization of Greater New York, LLC. He has also been involved as an intermediary, assisting in the sale of private medical practices as well as an advisor to multiple practices on best-in-class business algorithms.
Through PennTar, Brian has assisted large and mid-sized pharma companies as a business development consultant, focusing on in-licensing and out-licensing opportunities, identifying targeted opportunities and performing due diligence on specific markets and products, sourcing API and intermediary ingredient supply and delivery systems. During his earlier career, he worked as a management consultant, investment banker and merchant banker across a multitude of industries.
Brian holds a BA degree from the University of Pennsylvania (1982) and an MBA degree from the Wharton School of Business (1987) with concentrations in Finance and Insurance.
Nadirshah Daredia PharmD, MPH Director
Nad is an accomplished healthcare executive with extensive experience in healthcare strategy and operations. Focused on driving excellence through workflow improvements and leveraging technology to deliver efficiency and high-quality care and improved outcomes. Skilled at practice transformation and population health. Nad currently serves as CEO of VXL Medical Care which is a private medical practice focused on Primary Care and Pulmonology. He has first-hand experience in practice transformation. As CEO of VXL, he implemented best-in-class algorithms to a community-based private practice. With VXL he successfully achieved “meaningful use” with a new EMR system and optimized quality measure reporting for the practice’s Medicare and Private Insurance patients. Through his leadership, VXL also achieved Patient Centered Medical Home (“PCMH”) level 3 status, which not only elevated the Practice to the highest level of medical care but added significantly to VXL’s bottom line with NYS Medicaid incentives. He also carefully selects appropriate payer contracts for the practice consistent with the Practice’s restructured capability to deliver first-in-class medical care and partner with payers that create quality incentives. Nad has consistently increased practice revenues by establishing, trending, and monitoring coding, billing protocols.
Nad’s entire career has been focused in healthcare. He has held leadership positions in the retail pharmacy, specialty pharmacy, and 340 B pharmacy arenas. His prior positions include Pharmacy Operations for Totalcare Pharmacy Management Inc., Pharmacy Director for Metcare Pharmaceutical LLC, Pharmacist In Charge for CareMed Pharmaceutical and Pharmacy Supervisor for Safeway Tom Thumbs.
Nad received his MPH in 1989 from Yale University School of Public Health and his PharmD degree in 2009 from the University of Florida.
